A professional license has no agent cost
Often it does. Many professional activities need a Local Service Agent, a UAE national paid AED 5,000 to 15,000 a year, no equity.

It rarely does. The market fee, 5% of rent capped at AED 20,000, is collected at renewal and is the most-misquoted line.

It needs an Ejari. A flexi-desk from about AED 220 is the cheap route, but there is no zero-office mainland license.
Cheaper still?
A free zone can be cheaper to start, sometimes from AED 5,750, but it cannot serve UAE mainland clients on-site without a distributor or branch. Cheapest overall is not always cheapest for you.
If you sell to UAE customers on-site, mainland is the right spend even though a free zone is cheaper on paper. If you are online-only or export-focused, a free zone can be genuinely cheaper and correct, and we will say so.
